Arianit shumë faliminderit për këtë projekt ligj se nuk kam pas ide se diçka e tillë po përgatitet.

Është mirë që mos të bëhemi viktimë e softverit të huaj ose të ndonjë kompanie specifike. Prandaj duhet të insistojmë në protokole standarde dhe të hapura. Prandaj unë në Artikullin 9 dua ti shtoj disa paragrafe:

Article 9

Establishment and the maintenance of NSDI and its Geo-portal

  1. The NSDI Geo-portal is developed and maintained by the Kosovo Cadastral Agency (KCA). Geo-portal helps to manage the metadata, provide services, electronic Access, research etc.

    1.1. Software development tools, source code, communication protocols, file formats, APIs must be standard or open source, not proprietary.

    1.2. Software in in it’s executable form must run on an open source operating system such as Linux, however it cannot run on proprietary operating system such as MS Windows.

    1.3. Databases must be open source such as MySQL, MariaDB, etc. It cannot be proprietary database such as Microsoft SQL or Oracle.

    1.4. Hardware in which NSDI will run must be common hardware manufactured by multiple hardware vendors such as Intel, AMD or ARM compatible motherboards. It cannot depend on a certain product from a single vendor that is incompatible with all other vendors.

    1.5. All source code, source code documentation, protocol description, file format description must be handed over by the contractor to Kosovo Cadastral Agency for archiving and future development purposes.

    1.6. All software development must comply with IEEE 12207

    1.7. An Open Source advocacy group such as FLOSSK (flossk.org) must be contracted to monitor and approve or reject contractors Open Source license compliance at the source code level.
